Purchasing is seeking an experienced professional buyer to work in a fast-paced team oriented environment with strong cross-functional buying experience in the areas of general commodities, MRO/facilities, and construction procurement within the public sector, such as higher education. Essential Duties Processes difficult and unique purchasing transactions according to state and federal statutes, policies established by the Arizona Board of Regents (ABOR) and institutional policies and procedures. Writes and distributes complex and technical bid invitations or requests for proposal; receives and analyzes bids, quotes, proposals, and awards contract. Interprets and communicates purchasing procedures to departments, assists departments in initiating requisitions and orders, and solves problems with orders. Identifies requesting department’s needs and develops and refines specifications for commodities, supplies or equipment. Examines and analyzes departmental purchase requisitions for completeness and accuracy of information and contacts department or initiator to clarify or complete information. Determines method to process requisition based on dollar amount, timeliness required, existing open contracts, and/or competitive bidding. Conducts pre-bid/pre-submittal meetings. Identifies and selects vendor to procure requisitioned commodities, meeting criteria such as price, quantity, quality and delivery date and places orders. Resolves purchasing problems between vendor and department. Days and Schedule: 8:00 AM - 5:00 PM, Monday - Friday Minimum Qualifications Bachelor's degree in related field AND one year of buying experience; OR, Five years of buying experience; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved. Desired Qualifications Evidence of a Bachelor’s degree in Supply Chain Management Experience in MS Office Suite Experience with data analysis Experience with contract review Evidence of effective verbal and written communication skills Demonstrated knowledge of construction project processes Demonstrated knowledge of Arizona Board of Regents (ABOR), university, state or federal standards, regulations, and guidelines Demonstrated customer service experience Experience working in a team environment Experience establishing and maintaining relationships Experience in higher education procurement desired Working Environment Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse. Use office equipment such as calculator, telephone, computer, printer, fax and copier. Frequently required to stand for varying lengths of time and walk moderate distances to other offices/buildings on the ASU campus for meetings. Regular activities require the ability to quickly change priorities which may include and/or are subject to resolution of conflicts. Communicate to perform essential functions.
